Over the past 25 years, HIV and AIDS have emerged as a new and massive threat to human development, particularly in sub-Saharan Africa.  Women and children have been disproportionately affected.  Addressing the epidemic is not just a health challenge but a key development challenge and will require better coordinated local and global efforts if we are to be successful in reducing the impact and preventing the spread of the virus.
